My Credit card has been verified by Paypal, and already got 1.95USD to
my paypal account. however,every time when I wanted to pay for the

You have reached a limit on your ability to send money. Please link and
confirm a debit or credit card to lift this limit.
even after I upgraded to "Premier" account type, I couldn't pay
anything;
I searched in internet and found a lot of case same like me, nobody
knows how to resolve it. it has been 2 days passed, I couldn't complete
my transaction, What can I do?
